Risbo contributes to European policy framework for inclusive migrant education

A new policy framework has been developed to enable European countries to systematically evaluate their education policies for migrant pupils: the SIRIUS Migrant Education Policy Index. The first edition compares inclusive education policies for migrant pupils in 15 EU countries. The framework assesses national education systems on seven key dimensions, such as access to education, language support, policy strategy, teacher professionalisation and monitoring. The report highlights differences, identifies good practices and points to opportunities for structural improvement.

The Index is part of the annual SIRIUS Watch report published by the international SIRIUS network, which has been supporting policymakers in promoting inclusive education for migrant pupils since 2012. The network is co-funded by the European Commission and brings together researchers, policymakers and civil society organisations from across Europe.

The Netherlands made an important contribution to the report through the Risbo research institute (Erasmus University Rotterdam), which collaborated as a national partner in the development of the framework and the assessment of Dutch policy. Researcher Tomislav Tudjman collected and analysed relevant policy documents and practical examples, and provided input for the international comparison. In doing so, Risbo contributed to a well-founded and up-to-date picture of how the Netherlands is performing in the field of inclusive education for migrant pupils.

The report emphasises that no country currently meets the ambitious standards for inclusive migrant education. However, there are good examples, such as in France, Portugal and Spain (Catalonia), of a multidimensional, learner-centred approach that prioritises cultural flexibility and linguistic inclusion. The Netherlands scores average to above average. The education system is easily accessible, but the Index shows that more structural attention is needed for monitoring, targeted support and specific strategies for newcomers.

The Index offers policymakers and schools a powerful tool to strengthen policy and draw inspiration from successful examples in other countries. Risbo's contribution makes it possible to position the Dutch results sharply in the European playing field and to work specifically on greater inclusion and equal opportunities in education.
