New policy framework evaluates migrant education in Europe

A new policy framework has been developed that allows European countries to systematically evaluate their education policies for migrant pupils: the SIRIUS Migrant Education Policy Index. This framework assesses national education systems on seven key dimensions, including access to education, language support and teacher training.

The index is part of the annual SIRIUS Watch report from the international SIRIUS network, which has been supporting policymakers in promoting inclusive education for migrant learners since 2012. Co-funded by the European Commission, the network brings together researchers, policymakers and civil society organizations from across Europe.

The Netherlands made an important contribution to the report through research institute Risbo (Erasmus University Rotterdam), which collaborated as a national partner in developing the framework and assessing Dutch policies.

The report underlines that no country currently meets the ambitious standards for inclusive migrant education. However, there are good examples, such as in France, Portugal and Spain (Catalonia), of a multidimensional, learner-centered approach that prioritizes cultural flexibility and linguistic inclusion. The Netherlands scores average, with room for improvement in the areas of strategy development and policy institutionalization.
